Platform Highlights

Collaborative Decisions

Ensure Board decisions are shaped through open, balanced discussion by creating an environment where every Board member actively contributes, diverse viewpoints are considered, and outcomes reflect thoughtful, community‑focused governance rather than predetermined direction by a few.

Board Meetings

Restore monthly Board meetings and return to the traditional structure—beginning with an open General Session for community discussion and reserving Executive Session solely for Davis–Stirling‑required matters—to improve communication, ensure proper financial and administrative reporting, and keep all residents fully informed.

Committees

Reactivate and empower committees to broaden homeowner involvement, draw on the community’s diverse expertise, and provide management with valuable support in areas such as construction knowledge, technology, operations, and project oversight—strengthening both day‑to‑day management and the foundation for informed, community‑driven Board decisions.

Detailed Biography

Jon Rombough has spent more than five decades leading construction, technology, and community‑focused initiatives. He owned and operated Rombough Construction Co., Inc. from 1972–2000, followed by Technical Home Development, Inc. from 2000 to the present. Based originally in the San Francisco Bay Area, his companies completed residential projects ranging from 4‑unit buildings to 150‑unit developments, along with custom homes and several commercial projects. As owner, Jon managed every phase of construction—project planning, estimating, contract and project management, site supervision, employee oversight, and accounting. His early background in computer programming allowed him to build custom software for project management, payroll, and accounting long before commercial systems existed, contributing significantly to his companies’ success.

During a slowdown in construction, Jon founded Solutions by JTR in 1994, a computer consulting firm supporting small businesses with hardware, software, and accounting systems, including QuickBooks. As the internet emerged, he expanded into website development and hosting. In 2001, he joined Therapeutic Research/Pharmacist’s Letter in Stockton, CA, where he spent 13 years maintaining and upgrading seven high‑traffic websites and developing new features for sales, customer service, and content management teams. He also served as Project Manager for two years.

From 1997–2000, Jon served as Finance Director on the Board of the Discovery Bay Yacht Club—one of the largest yacht clubs in the Sacramento/San Joaquin Delta. He chaired the Finance Committee, oversaw budgeting and long‑range planning, collaborated with the Treasurer to manage expenditures, and provided monthly reports to the Board and membership.

Since moving to Desert Horizons in 2015, Jon has continued his long record of service. He has served on the DHCC Board of Directors and contributed to the Courts/Fitness Committee, Maintenance Committee, Renewal Committee, Ad Hoc Pool Committee, and the Emergency Preparedness Group as a Block Captain. He remains committed to supporting the community in multiple capacities.

Jon and his wife Susan, both originally from Northern California, relocated to Desert Horizons from PGA West in La Quinta. They have three daughters, three granddaughters, and one grandson. Susan is also an active member of the Club and community.
